Angola Inaugurates Major New Oil Refinery in Cabinda
Angola has officially inaugurated the Cabinda Refinery, a
significant project aimed at bolstering the nation's energy security and
driving local economic growth. The ceremony took place on 1 September 2025,
presided over by Angolan President João Lourenço.
The new facility is the first refinery built completely from
scratch since the country gained its independence.
Key Project Details
Capacity and Investment: The refinery is designed for a
total processing capacity of 60,000 barrels per day (bpd). Its initial phase,
which was inaugurated, begins operations with 30,000 bpd and involved a total
investment of US$473 million.
Partnership Structure: The project is a public-private
collaboration, with the private investor Gemcorp holding a 90% stake, while the
state oil company Sonangol holds the remaining 10%.
Operating Model: Minister of Mineral Resources, Oil and Gas,
Diamantino Azevedo, clarified that the refinery operates on a processing fee
model. Sonangol maintains ownership of the crude oil supplied to the facility,
and the refinery processes it before returning the finished products to
Sonangol for a fee. This ensures that the state company, not the private
investor, controls the oil and its derivatives.
Strategic Importance
In his remarks, Minister Azevedo hailed the refinery as a
strategic asset crucial for the country. It is expected to create jobs, enhance
the value of the Cabinda province, and reduce Angola's dependence on imported
refined petroleum products.
The Governor of Cabinda, Suzana de Abreu, described the
inauguration as "a dream come true," emphasizing that it will ensure
the local transformation of natural resources, generating income, technology,
and opportunities for regional growth.
